A ruling Friday from the International Court of Justice ordering an immediate halt to Israel’s offensive in Rafah marked a stunning rebuke of the Israeli leadership’s prosecution of the war in Gaza, including the decision to send troops and tanks into a city where more than a million Palestinians had sought refuge.
